Govt directs officials to follow transfer policy in Education Deptt

Srinagar, June 16: Government today directed that authorities competent to order transfers are required to follow transfer policy in Education Department but stated that premature transfers are ordered on account of adjustment of staff rendered due to rationalisation and administrative requirement.
In a written reply to a question of MLA Javed Ahmed Rana in Lower House,  Minister incharge School Education Department stated certain features of transfer policy like the transfer of teaching faculty shall only be ordered after conclusion of academic session.
“The tenure for transfer shall ordinarily be 2 years and maximum 3 years, employee shall be rotated from Zone 1 to zone 11, in case of difficult areas which have been categorised as zone 111 the tenure shall be a period of 1 year of such employment who are not residents of that area and the officials who avail the benefits of reservation shall be posted in these areas for the prescribed term,” he said.
In case of marriage, inter cadre transfer of lady official will be allowed subject to the condition that the official has served in their parent cadre for a period of five years, married lady official with young children would be posted at a place where they can return to their place after duty to the extent possible, the officials with specially- able children shall be considered for posting near to his her residence, the Minister stated.
“Transfer on medical grounds of self, spouse or dependent children shall be considered on the recommendations of medical board and the recommendation shall be valid for two years, mutual transfer on inter- cadre basis shall be considered on reciprocal basis between officials with similar academic background and shall nerve a minimum period of two years at the place where these officials are transferred reciprocally.
But officials due for promotion as also those who have been selected under RBA/ ALC category are excluded from the purview of mutual transfer provision unless they complete the statutory period of seven years of posting in such RBA/ ALC areas as required under J&K reservation act, 2004,” the Minister stated.
The Minister further stated that posting on security concerns shall be made after considering such recommendations as received from the head of CID wing and that too, only for two years and in case of staff becoming surplus in a school/ institution as a result of rationalization, the surplus shall be transferred without taking into consideration the period of stay.
