Govt introducing amendments to simplify PRC process

Srinagar, June 22: Government said it is introducing amendments before Cabinet to simplify the process of obtaining Permanent Residential Certificates (PRCs) in the State.
This information was given by Revenue Minister, Basharat Bukhari, in Legislative Council while replying to Bhartiya Janata Party (BJP) legislator Ramesh Arora. He said the issue is sensitive but the Government would exercise maximum caution while simplifying the process.
Earlier in a written reply, the Minister incharge Revenue said it is mandatory for every person to prove that he/she is a permanent resident of the State as defined in Section 6 of the Constitution of Jammu and Kashmir and fulfill mandatory requirements regarding furnishing of the documentary evidence as prescribed under the J&K Grant of PRCs (Procedure) Act, 1963 for obtaining PRC.
“The voter list of 1951 or 1957 as well as the PRC issued to the parents can only serve as secondary evidence, but the PRC having already been obtained, cannot always be treated to have genuinely been issued,” said the Minister, adding “therefore, a PRC issued already to a member of the family cannot solely be relied upon, unless the applicant otherwise proves to be a permanent resident of the State, as required under the constitution of the J&K,”
The Minister said the procedure regarding issuance of reserved category certificates and PRCs is already simple, because the competent authority has been made duty bound to dispose off the application within the time frame stipulated under the Public Services Guarantee Act, 2011.
“The check list of the documents has also been notified for adherence by the designated authority, in view of which there is no further requirement to simplify the procedure more, as there are apprehensions of under serving persons getting the under benefit of already a cause of serious concern for the Government,” he added.
The Minister in reply to another supplementary said the Revenue Department is working on a transfer policy to transfer the officials who have not been transferred from long time and have developed interests at the places of their postings.
