Govt sanctions transfer, regularization of KGBV teachers on SSA posts

JAMMU, July 1:  The  School Education Department of J&K Government has accorded sanction  for transfer and regularization of KGBV Teachers on SSA posts in relaxation of the  extant rules.
The Government has authorized  Director School Education Kashmir/Jammu to utilize SSA vacancies for regularization of KGBV teachers as a first charge against SSA posts. Transfer of KGBV teachers against SSA posts shall be ordered in the respective district and in case requisite posts are not available within that district, vacancies of the adjacent districts of the division shall be utilized as a temporary measure till posts become so available.
The officials transferred to the SSA scheme shall be subjected to all the provision of ReT scheme, as ordered from time to time, says Government Order, No242-Edu of 2016, dated 30-06-2016,  issued in this regard.
This sanction has been given as one time relaxation  of earlier Government order No 396-Edu of 2000, dated 28-04-2000, read with Govt order No 1670-Edu of 2003 dated 24-11-2003 to the extent of providing for engagement by Transfer of KGBV teachers against SSA posts. These officials shall be deemed to have been appointed in SSA on the date they were engaged in KGVBs.
However, no engagement shall be made henceforth on ReT pattern, under the KGBV scheme and instead, the same shall be made strictly as per the provision of the scheme.
Pertinent to mention that KGBV scheme was launched for setting up residential schools at upper primary level for girls, with initial teaching component of one warden, four full time and three part time teachers.
The scheme prescribed engagement of staff with fixed ceiling but in the State of Jammu and Kashmir, engagement of KGBV teachers was made on ReT pattern, on the merit drawn at zonal level. Later, KGBV scheme was merged with SSA and School Education Department issued circular instructions banning KGBV teachers from applying against SSA posts, thereby effectively blocking  any employment opportunity for them.
