JAMMU, July 10: Jammu University Non-Gazetted Employees Union has rejected the JU authorities clarification on their demands and call for resuming of normal work by the Class-IV employees in the wake of ongoing admission process.
Addressing a press conference, here today,  the NGEU president Vijay Kumar produced documentary evidences to prove that the ‘Human Genetics’ was   upgraded and converted into Human Genetic Research-cum-Counseling Centre (HGRCC) at Jammu University vide Government order number  118 ST of 1998, dated 09-03-1998.
“It was also mentioned in the order that the recruitment of the staff/personnel shall be contracted out till  such time the posts are formally created by the Jammu University for the Centre and all the appointment shall be made in terms of the recruitment policy rules of JU,” Vijay Kumar said.
Further, he added, it is also mentioned in the order  that the State Science & Technology Council shall continue to be the coordinating-cum-sponsoring  agency  and the JU shall  have to take over the centre fully on its resources, once the State and Central assistance ceases under the project.
“Written commitment from Jammu University was given in this regard  to ensure sustainability of the centre but till date the university could not provide the utilization certificate with the result that funds worth Rs 1.54 crore got lapsed,” Vijay Kumar said and added that equipments worth crores of rupees were gathering dust in the building of the centre for want of staff.
With regard to  the removal of Rs 2750 grade and JU claim of taking up the matter with concerned authorities, the NGEU leader  said that the apex body University Council  has already issued an order  in this connection but the same was not being implemented. “This issue is not concerning the State Government and  JU is competent to implement the order at its own level,” he said and added that  the Task Force, in its last meeting on March 12-2015, had assured that their issues would be addressed within 45 days but even after the lapse of more than one year, not even a single demand has been conceded.
Reiterating that the Class- IV employees would not suspend the ongoing token strike till their demands are conceded, the NGEU leader alleged that the JU authorities were attempting to mislead employees as well as civil society by issuing ‘manipulating’ statements.
