NEW DELHI: The Central Vigilance Commission (CVC) has suggested overseas training of its senior officers and all anti-corruption officials working with various government departments as part of capacity building exercise.
A draft training policy has been sent to the Department of Personnel and Training (DoPT), which acts as nodal authority for anti-corruption measures, for its approval, officials said.
As per the policy, all Group ‘A’ (or Gazetted) officers in the Commission will be eligible for foreign training.
There is also provision for foreign training for Chief Vigilance Officers (CVOs)–who act as distant arm of the Commission to check corruption in government organisations.
It has been further suggested that the officers should not have undergone any foreign training under Domestic Funding of Foreign Training (DFFT) in the last two years as on April 1, of the year in which training is being organised.
The DoPT has yesterday written to all central government ministries seeking their comments by next week.
There are 40 Group A officials working in the Commission as against its sanctioned strength of 54, as per CVC’s Annual report.
There are 208 posts of full time CVOs and 500 posts of part time CVOs. Of which, 74 posts of full-time CVOs are lying vacant in various organisations.
Presently, six central government departments–Central Board of Direct Taxes, Central Board of Excise and Customs, Central Public Works Department, Department of Telecom, Department of Posts, Ministry of Railways, majority of the public sector enterprises, banks and insurance companies have full-time CVOs, while others have part-time CVOs.
