JAMMU, Nov 6: The Central Executive Council (CEC) of All J&K Agriculture Officers’ Welfare Forum (AJKAOWF) apprised the Director, Agriculture Jammu, AK Malhotra, of various issues plaguing the Department in a meeting-cum-interaction here today.
The charter of demands put forth by Vijay Kumar Upadhyaya, president, AJKAOWF, included early conduct of DPC, granting of time bound promotions and running grades for the Gazetted Agriculture Cadre on the pattern of other professionals like Medicos/ISM/Veterinarians, reorganization of the Agriculture Department and interim arrangements for filling of the vacant posts on the pattern of ‘One Man One Post’ (OMOP).
The Forum requested the Director Agriculture to provide interim relief to the senior most officers of the department by placing them on higher available vacant posts as per their eligibility on the basis of OMOP. It was stressed that the working of the department has suffered due to non-conductance of DPC since last three decades.
“In Kashmir division all the vacant posts have been filled by interim arrangements on the pattern of OMOP. The same framework may be implemented in Jammu division also in the interest of administrative exigency and smooth functioning of the department to serve the farming community”, the forum said, adding, such steps will also boost the morale of the officers of the department most of whom are on the verge of retirement and have not been promoted even once in their entire service career.
The Director listened to the demands of the AJKAOWF with patience and assured every possible help to resolve all the pending issues including campus development, establishment of Centres of Excellence, recognizing services of outstanding officers, constitution of technical committees at various levels and Human Resource related demands in the earliest possible time.
