J&K Assembly passed the amendment made in JK Disability Act. In first spell of PDP Government the then Chief Minister Mufti Syeed had assured to create a permanent Disability Commissioner. The announcement was made at SKICC in two days National Conference in 2003. But it failed. Now during Governor’s rule full time Disability Commissioner was given ascent by NN Vohra. As per Disability Act Disability Commissioner should be Secretary to Government. But the Government in its first Cabinet meeting assigned the post to a special secretary rank official. Thus Law Department posed queries and the office of Disability Commissioner remained in limbo till date. Now, the Government weakened Disability Act by the amendment. The amendment is outsoursing post of Disability Commissioner. Thus blue eyed persons will be pleased by providing the post without merit. The Government played a trick to give benefits to their kiths and kins that too in name of disabled people.
On one side Central Government replaced old Disability Act just 30 days back to end discrimination. But our State Government has weakened the disability act.
