JAMMU, Mar 21: Jammu and Kashmir Village Level Workers Association (VLWA) has criticised step motherly treatment being given by the Administrative Department RDD and PR as well as by the Finance and Planning Departments.
Anurudh Singh, State VLWA president, said that it is strange that these departments are creating promotion avenues for their own service members in advance without proper requisite manpower which is higher in salary and lesser in use in the Rural Development Department.
Singh added that it has mentally annoyed the entire cadre of Rural Development Department which is without proper manpower as well as supervisory staff and while creating new 177 CD units, the creation is purely for outsider departments i.e. Finance, Planning, PWD and General Services.
He said the departmental in-service members have right to say that 50% quota for promotion for the post of BDO is reserved for Departmental in-service members (Panchayat Inspector), but while going through the newly created CD units, the order is silent over the creation of Panchayat Inspector posts.
Anurudh said the department is facing shortage of VLWS/Secretaries Panchayats at present and vacancies which are filled by the Services Selection Boards as VLWs in the Grade Pay of Rs 1900/- prefer to resign from the post of VLW and like to function as teacher or Patwari in the Revenue Department because of higher pay band of Rs 2400/-.
These issues were highlighted time and again before the authorities to redress the genuine demands, but yielded no result till date.
