Take care of health sector

Sir,
According to Indian health care system the responsibility of health lies in the hands of State govt rather than central govt. The article 21 of Indian constitution gives Right to Life to every citizen of the nation. But in the nation of 125 crore population not much focus is given to the health care of its citizens. The National Health policy which was recently formulated gives only 2.5 percent GDP from 1.15 percent  of GDP to health sector while according to World Bank in 2014 every nation should spent nearly 4.7 percent  of its GDP to health sector.
The health sector  in rural areas where most of our population lives is worst hit  because of non availability of doctors,  and the doctors available there pay much stress on their private  set up.But this requires  stability both on quality and cost.It should be mandatory for all health institutions to publish approved cost of treatment in order to remove prevailing asymmetry of information. Moreover it should be mandatory for all public institutions to diagnose patients free off cost.State and center govt should work  for the betterment of the citizens of nation.
Yours etc…
