JAMMU, Apr 21: As a follow up to the announcement made by Finance Minister, Dr Haseeb Drabu in his budget speech regarding implementation of the 7th Pay Commission recommendations in the State, the Government today constituted a high-level official panel to work-out the modalities in this regard.
According to an order issued by the General Administration Department (GAD), the Pay Committee shall examine the revision of pay scales of the State Government Employees/ Pensioners pursuant to the implementation of 7th Central Pay Commission recommendations by Government of India.
To be headed by the Administrative Secretary, Pla-nning Development & Monitor-ing Department, the Committee comprised Administrative Secretary Home Department, Administrative Secretary Public Works (R&B) Department, Administrative Secretary Finan-ce Department, Administrative Secretary General Admini-stration Department and Admini-strative Secretary Department of Law, Justice & Parliamentary Affairs as Members while Direct Codes, Finance Department will be the Member Secretary of the Committee.
Pertinently, the Finance Minister had, in his budget speech, announced that the 7th Pay Commission recommendations would be implemented in J&K from April 2018.
The terms of reference of the Pay Committee shall examine the import of the recommendations of 7th Pay Commission vis-a-vis existing pay bands and desirability of changing them suitably, review the structure of Medical Allowance, Compe-nsatory Allowance, House Rent Allowance, Temporary Move Allowance, etc as any change of rent structure for Government accommodation and any other issues which are directly related to the pay bands, suggest an overall package keeping in view any other point which may be having direct bearing on the issue of restructuring of the pay bands, examining the principles which should govern the structure of pension, death-cum-retirement gratuity, family pension and other terminal and recurring benefits having financial implications to the State Government employees falling under old pension scheme appointed before 01.01.2016, examining the desirability and need to sanction an interim relief till the time the recommendations of the Committee are made, and accepted by the Government; and any other matter which is related to the implementation of recommendations of 7th CPC in the State with modifications wherever required.
