JAMMU, May 1: High Court today kept in abeyance the preliminary enquiry initiated by Vigilance Organization Jammu into purchase of books by Jammu University.
After hearing Advocate Anil Sethi, Justice B S Walia observed, “counsel for the petitioner states that on a complaint filed by one Narinder Singh Raina, General Secretary, National Secular Forum, State Vigilance Commission vide detailed order dated 01.02.2017 in a complaint No.925/2015 came to the conclusion that the allegations made by the complainant were baseless, wrong and not based on facts”.
“The counsel for the Jammu University has contended that now the Vigilance Organization has instituted an enquiry into the matter which is based on identical allegations which were the subject matter of complaint No.925/2015 which was dismissed on the ground of the same being baseless”, Justice Walia further observed, adding “Advocate Anil Sethi has submitted that the enquiry by the Vigilance Organization has been manipulated by one of its officials who harboured hostilities against the university on account of his wife not being accommodated in the university despite her not being entitled for the same”.
“Advocate Sethi has sought permission to array official and his wife as respondents and the same is permitted”, Justice Walia said and issued notices to them. “Subject to objections from other sides, the enquiry initiated by the Vigilance Organization shall remain in abeyance till the next date only”, High Court directed.
