MLA alleges gross irregularities in PMGSY, demands probe

JAMMU, June 4: Alleging gross irregularities in PMGSY Scheme and alignment of remaining three Km stretch of first phase of Kahara-Jai road Project from Halaran to Joura (kalan) in Bhaderwah tehsil, MLA Bhaderwah, Dilip Singh Parihar has demanded a thorough probe into the same.
The MLA in open letters to Union Minister in PMO, Dr Jitendra Singh, Works Minister Naem Akhtar and MoS for Roads and Buildings, Sunil Sharma has sought their personnel intervention in the matter.
In his letters the MLA said that the first phase of 16 Kms stretch of Kahara-Jai road project, from Kahara to Joura Kalan was sanction under CRF and funds were also allotted for this 16 kms stretch. Consequently work from Kahara to Halaran was completed and only 13 Kms of road was constructed, leaving the remaining 3 kms from Halaran to Joura (Kalan) village unfinished and that part of funds unutilized, he added.
He said a new PMGSY road was got sanctioned from Halaran to Joura Khurd after manipulation by local engineers, totally ignoring two minority community villages Budhi and Joura Kalan which have a combined population of more than 1500 souls. Whereas under the welfare State pattern the effort should have been to give proper connectivity to all villages having population more than 250 souls, he added.
The MLA while demanding probe said the enquiry must be conducted as to why three kms stretch was left untouched and why PMGSY project was not completed upto 16 kms and why work was abandoned after finishing 13 kms stretch of road only.
The department was supposed to complete the stretch of three kms from Halaran to Joura Kalan via Budhi village first. If this will not be done immediately, the people of the villages will be forced to resort to agitation and it can even take an ugly turn as there is a brewing public resentment against the authorities who have played this mischief.
In his letters Parihar said he is hopeful to get justice, at least, this time, when men of integrity like you are at the helm of affairs. If justice is not meted out to the members of minority community this time, they can never hope for it in future also, he added.
