ISEOLF demands regularization of all incharge cadres

KATHUA, June 22:  A meeting of Incharge School Education Officers/ Lecturers Forum (ISEOLF) was held, here today to discuss the regularization issue of all incharge cadres of School Education Department.
Addressing the meeting, Amar Nath Thakur, its State chairman urged Chief Minister and Education Minister to regularize all 7500 incharge cadres through Cabinet decision as was done in 1978, 1998 and 2011 by the State Government. He said that 77 Joint Directors, SIE Principals, 100 CEOs/DIET Principals, 750 Higher Secondary School Principals, 500 ZEOs, 2800 Headmasters and 3500 Lecturers have not been regularized as per SRO 166 GAD of 2005 dated 14-06-2005, order number  743-GAD of 2007,  dated 28-06-2007, number  107-GAD of 2002,  dated 16-01-2002, number  481-Edu  of 2010,  dated 30-12-2010 and Supreme Court directions in the case titled Suraj Parkash Gupta  vs  J&K State  and as a result a great resentment was  found among all the cadres for in ordinate delay.
Informing that APRs and service data of all cadres has been submitted to the department for consolidation and the same has been consolidated at Directorate level in reference to the order vide No. Edu-GAZ-32/2005 dated 08-05-2015 issued by Administrative Department regarding regularization of all cadres,  Thakur said that since then no action has been taken till date inspite of the submission of number of memorandums to the concerned.
“All seniority, dropout and left out pending cases of all 400 Lecturers, 6 ZEOs and 317 Headmasters may be cleared through DPC at earliest by convening DPC meeting which has not been convened for the last two years to provide justice to left out cases of all cadres pending in the department.
The meet threatened that the Forum will protest against the School Education Department and also approach the High Court if the regularization demand is not considered.
Those present in the meeting, included Surjeet Singh, Kuldeep Singh, Tara Mani, Des Raj, Kuldeep Singh, Ashoni Sharma, Bansi Lal, Manohar Singh, Babu Ram, Romesh Singh, Kali Dass Pushp Raj, Ajeet Kumar, Surjeet Singh, Jagdish Chander, Mohd Rafiq and others.
