Failure of PMRP

How sad that a well-thought of scheme of far-reaching consequence, devised by the Union government for reconstruction of rural India and called Prime Minister’s Reconstruction Plan (PMRP), has dismally failed in the case of Jammu district. Again, the failure is not owing to paucity of funds but non-seriousness on the part of concerned Government functionaries as well as the people involved. Six model villages were identified for reconstruction, which had to take place in accordance with the roadmap laid down under the PMRP. Why does not the planning department follow the guidelines that are invariably supplied along with the funds? If they think they are wiser people, in that case they need to share their wisdom with the originators of the plan and thus help in providing better services. This is the third report which the CAG has released and pertains to PMRP in Jammu district. In all the three cases, the State functionaries have failed to implement the schemes strictly in accordance with the guidelines provided. Such is the arbitrary method of the State functionaries that it did not constitute a committee of experts as stipulated in instructions, and instead, constituted a committee of its own choice, sidelining the DDC. It speaks of arbitrary method of the State functionaries totally undeserving of being assigned the task of implementing PMRP. If installed solar lights are dysfunctional, if children’s parks are in a dilapidated condition, if 21 shops built but not allotted to youth is the ground situation about model villages’ scheme taken in hand, then it is better to close down the schemes and let the people suffer for remaining silent and not protesting against violation of their rights. The common thread running in all the failed schemes and projects of the Union Government in J&K is non-commitment, incompetence and nauseating bureaucratic bottlenecks. State Government will have to think over this new obstructionist phenomenon and find a permanent solution to it.
