Knocking at NHRC door

Will their knocking at the door of NHRC bring any relief to them? This is the baffling question haunting KP migrant community. Four years ago in 2008, the Prime Minister announced a package of 6000 posts for the migrants, half of these to be funded by the State. Out of 3000 posts under Centre’s funding, 1554 have been filled and the remaining de-reserved by the State Government for reasons known to it. Recruitment against 3000 vacancies committed by the State Government is in a state of limbo. State Government says it has no funds and has approached the Union Government for funding. In simple language, all the 6000 posts are to be funded by the Central Government while State Government has no commitment. But while filling the vacancies, the State Government imposed harsh and arbitrary conditions on the incumbents in contravention of all norms of State Service Rules. If the State Government cannot fund the vacancies, what right has it to impose arbitrary conditions?
