CA&PD officials booked in illegal appointment case

JAMMU, Aug 24: The Vigilance Organization Jammu has booked CA&PD officials in Kishtwar and others in illegal appointment case of Night Chowkidars.
On the basis of a verification,  case under FIR No.31/2017 under section 5(1)(d)(c)  r/w 5(2) J&K P.C Act Svt 2006 and sections 120-B, 467,468,471 RPC,  was registered in Police Station  VOJ into the allegations of illegal appointments in CA&PD Department Kishtwar against  T R  Padha,  then AD CA&PD Department Kishtwar, Rattan Lal,  then Chief Food Inspector CA&PD Department Kishtwar, Mohd Amin Wani,  then Sr Assistant CA&PD Department Dachhan/Marwah, Rustam Ali of  Honzar Dachhan,  then Naib Tehsildar Marwah (now retired), beneficiaries and others.
The verification conducted has revealed that some posts of Night Chowkidars were created by the officers of CA&PD Department on their own without obtaining approval from the competent authority and number of persons including  Jaffer Hussain, Yasir Irfat, Tanvir Ahmed,Imtiyaz Ahmed, Kanshi Ram, Javed Iqbal and Mushtaq Ahmed were appointed by then Assistant Director CA&PD Kishtwar  T R Padha and  Rattan Lal,  then Chief Food Inspector CA&PD Department Kishtwar,  illegally by misusing their official positions. Similarly Mohd Amin Wani, then Sr.Assistant by abusing his official position had also appointed Night Chowkidars in Dachhan area during the period 2009 by issuing fake and fraudulent orders.
Verification further revealed that the then Naib Tehsildar Marwah namely Rustam Ali with the powers of Tehsildar by abusing his official positions, also engaged some persons illegally as Night Chowkidars in CA&PD Department Dachhan, including Mohd Zubair of Honjur Dachhan, Faiz Ahmed of Lohrnu Dachhan, Mohd Iqbal and Mohd Shafi of Sundar Dachhan during the period 2000 in criminal conspiracy with CA&PD officials.
By acting in this manner, the aforementioned public servants in league with each other by abuse of their official positions conferred undue wrongful benefit upon the illegal appointed Chowkidars/beneficiaries and caused huge loss to the State exchequer. Investi-gation of the case has been taken up.
