Govt committee to monitor control of stray dogs

JAMMU, Sept 14: In pursuance to the Supreme Court order, the J&K Government has accorded sanction for constitution of a State level Implementation and Monitoring Committee to control the population of stray animals (dogs).
The committee shall issue guidelines to grip, carry from one place to another, arrange living place, sterilization and treatment of stray animals besides handing over the sick and seriously wounded stray dogs to the veterinary doctors in a painless method by using Sodium Pentathol.
It shall also make the public aware and motivate them for mutual cooperation and financial help, provide guidelines to the owners of pet dogs, publicize the activities of the committee through announcements and advertisements.
The committee shall conduct survey for the number of dogs through  an independent agency and take steps to observe the reasons for stray dogs bites besides keeping an eye on the research on the effective methods in the field of control and management, inoculation and sterilization and related research at national and international levels.
Headed by Administrative Secretary, Housing and Urban Development department, the committee shall be comprising representatives of Finance Department and  Animal/Sheep Husbandry Department  (not below the rank of  Addl Secre-tary), Director Animal Husbandry, Jammu/Kashmir, Commissioner JMC/SMC,  Director Urban local Bodies,  Jammu/Srinagar, representatives of Animal Welfare Board of India, J&K Animal Welfare Board and two persons, actively involved in animal welfare.
