Discrimination with refugees

Sir,
I want to draw the attention of the Prime Minister Modi to the  issue pertaining to 1947 refugees of Pak Occupied Kashmir (POK) who were forced to migrate to Indian territory and settle down in whole of India during the partition in the year 1947 as the State of J&K was disturbed at that time.
After sometime, many families who temporarily settled in various parts of India came back to State of J&K as they were allotted land/Quarters at different places such as Bakshi Nagar, Rehari and Sarwal in Jammu, Adarsh Colony in Udhampur and Nowshera as well as Rajouri. Besides, they were appointed in almost all the Government Departments right from the post of peon to Head of the Department wherefrom many of them have already retired honourably and at present are drawing pension also and still living in the State itself.
It may be relevant to point out here that after migration from POK many families got themselves registered as refugees at that place wherever they had gone first. Refugees are refugees whether they are living in the J&K State or outside J&K State or even abroad. So there should not be any sort of discrimination by the Govt. as far as refugee is concerned. Now, while making payment of relief sanctioned by the Government of India, the State Government is creating a class within the class as the relief cases of those refugee families who got registered themselves outside J&K State are not being considered even if they came back to J&K State after few years of Partition in 1947 and served in Government Departments and after retirement drawing pension. Reportedly 150 odd families have been affected by this issue and if all the families are forced to file cases in the Courts than at least 150 cases would be filed against the Govt. putting un-necessary financial and administrative burden on the State as well as Central Government.   I request the Prime Minister  to give directions to the concerned authorities to entertain the claims of all the refugees irrespective of their place of registration as refugees and make payment of relief announced by your good self to help the needy refugees as per the guidelines issued in this behalf?
It is expected that the issue will  be resolved for ever this time.
