Decks cleared for granting benefits to JCET

JAMMU, Nov 15:  Decks have been cleared for according approval to the adoption of the All India Council for Technical Education (AICTE) Revised Pay Scales and Career Advancement Rules to the faculty members of Jammu College of Engineering and Technology (JCET).
Official sources stated that all the issues pertaining to the service Rules of JCET had been sorted out and information had been received on all the clarification raised by other Departments. “The issue had been discussed to core in meetings of officials of Higher Education Department, Finance and ARI & Training Departments”, they said.
“Interestingly, despite the fact that the Government College was established in the year 1994 under AICTE norms vide Notification No.F-18-1/93-AICTE/910 dated April 30, 1993, no service and promotion rules had been framed for the faculty members till date. This was the biggest dilemma before the Government, when the note for granting of Revised Scales and Career Advancement Rules came before the Cabinet on August 30 this year”, sources said.
Sources added, “for this reason, the Cabinet had no choice but to defer the proposal of the Finance Department for want of more information and seek clarifications regarding the Service Rules of the faculty. While the Government was willing to grant the new Revised Scales as per the 6th Pay Commission, there were virtually no rules which could have formed the basis for extending these emoluments”.
“Now the entire exercise has been completed by the Higher Education Department and the file is likely to be returned to Finance Department soon”, sources emphasized.
Confirming this fact, Commissioner Secretary Higher Education, Gazzanfar Hussain told EXCELSIOR, “we have received information on most of the clarifications and entire process is now likely to be completed within the shortest possible time. Like other institutes of the country, AICTE Revises Pay Scales will be extended to this premier institute also and there shouldn’t be any doubt on this front”.
Sources stated that the teaching faculty of the Institute had been suffering for the past several years due to the absence of several rules. “Even after having M Tech/ Ph Ds in technical branches of engineering, they are still designated as Lecturers and getting 5th Pay Commission grades, whereas the teaching faculty of other Degree Colleges of the State are designated as Assistant Professor and enjoying 6th Pay Commission grades since 2006”, sources asserted. All the faculty members stand selected by autonomous J&K Public Service Commission in the year 1995, 2001, 2007, 2009 and 2010.
“The faculty is also suffering from stagnation due to the absence of promotional policy as per AICTE norms, but the situation will change after the Cabinet grants its approval to the fresh proposal”, sources stated.
Sources emphasized that since the 6th Central Pay Commission recommendations have already been implemented in respect of Medical Colleges, the Government after detailed exercise felt it appropriate to promulgate the revised pay rules for the Jammu College of Engineering and Technology.
From the date of commencement of Jammu College of Engineering and Technology (Adoption of AICTE Revised Pay Scales), Rules, 2012, the hierarchical/ organizational structure of the teaching faculty/ non-teaching person of the College will get revised on the pattern of AICTE, sources said, adding the revised hierarchy of the faculty will be adopted in the College subject to such recruitment, promotion and selection processes as have been prescribed for the purpose by the AICTE/MHRD.
The revised designation of Lecturers and Senior Scale Lecturers will be Assistant Professor with pay band of Rs 15600-Rs 39100 with AGP (Academic Grade Pay) of Rs 6000. Similarly, the pay band of Selection Grade Lecturer and Assistant Professor will be Rs 15600-Rs 39100 with AGP of Rs 8000. The pay-band of Selection Grade Lecturer/Assistant Professor with three years service on or after January 1, 2006 will be Rs 37400-Rs 67000 with AGP of Rs 9000. The pay-band of Professor and Principal will be Rs 37400-67000 with AGP of Rs 10000.
Each annual increment will be equivalent to 3 per cent of the sum total of pay in the relevant pay band and Academic Grade Pay as applicable for the stage in the pay band, sources said, adding five non-compounded advance increments will be admissible at the entry level of recruitment to persons possessing the degree of PhD awarded in the relevant discipline by any university following the process of registration, course-work and external evaluation as prescribed by the UGC.
Similarly, M Phil degree holders, at the time of recruitment to the posts of Assistant Professor, will be entitled to two non-compounded advance increments. Those possessing a Post-Graduate Degree in a professional course such as M.Tech/ME will be entitled to two non-compounded increments at the entry level. The teachers who complete their PhD Degrees while in service will be entitled to three non-compounded increments. However, the teachers, who have already availed the benefit of advance increments as per the existing policy for acquiring PhD/M Phil while in service, will not be entitled to benefits under this scheme.
“The file pertaining to the issue is likely to be send back to the Finance Department soon, which will again present it before the Cabinet for final approval”, sources said.
