CS reviews implementation of BBBP, BADP

JAMMU, Nov 27: Chief Secretary, B B Vyas today chaired a video conference with the concerned Deputy Commissioners to review progress of implementation of the Beti Bachao Beti Padhao (BBBP) scheme and the Border Area Development Programme (BADP).
Principal Secretary to the Chief Minister, Commissioner/Secretary Social Welfare Department, Director CSS/BADP and other senior officers attended the meeting. Divisional Commissioner, Kashmir also participated in the meeting via video conferencing.
The BBBP scheme was launched in 2015 as a comprehensive programme to address the declining Child Sex Ratio (CSR) and related issues of empowerment of women over a life-cycle continuum. The Scheme is under implementation in 15 districts in the state viz Anantnag, Kulgam, Shopain, Pulwama, Budgam, Baramulla, Kupwara, Bandipora, Ganderbal, Srinagar, Rajouri, Kathua, Samba, Jammu and Udhampur.
The DCs, who lead and coordinate action of all departments for implementation of BBBP at the district level, were asked to submit to-date progress under the scheme to the Planning Development & Monitoring Department (PD&MD).
The Chief Secretary emphasised upon DCs to finalise the Annual Action Plan to ensure time bound implementation of this flagship programme.
In regard to the implementation of BADP programme the DCs of 11 border districts were directed to submit the ‘connectivity plan proposals of villages covering tribal population to the PD&MD for seeking additional financial assistance from the Union Home Ministry for funding under BADP.
Chief Secretary also reviewed the preparedness of the Divisional and District Administration in view of obtaining weather conditions in Kashmir valley and other far flung areas..
Divisional Commissioner, Kashmir was asked to monitor the state of preparedness and take all measures necessary to ensure that people are not put to any inconvenience.
Meanwhile, Chief Secretary chaired the meeting of the Empowered Committee constituted for the implementation of Rehabilitation and Resettlement (R&R) Plan of the 540MW Kwar HEP in district Kishtwar.
The Empowered Committee discussed the R&R proposals as guided by the draft R&R Policy of the State in terms of the financial assistance/compensation and other facilities to be provided to the Project Affected Families (PAFs).
Proposals in regard to local area development activities, social and community development package, education and skill development, infrastructure and public utilities and other welfare schemes were also discussed.
The Committee directed the concerned departments for working out a mechanism for implementing the R&R Plan after it is finalized and receives approval of the competent authority.
