Audit of old school Buildings

Sir,
Recently School Deptt prompted by the CM  of the State safety audit statement on the Religious historical buildings directed the CEO,s to conduct safety audit of school buildings in the state. The Department would work out a mechanism to demolish old school buildings which are declared unsafe in the safety audit. Like previous many directives which fetched no upto the mark results, this too may meet the some fate. As if the Govt functionaries would not be interested, they would cook out several pretexts for not carrying out this directive at all levels of State school system.
This effort would involve the field visits by the PWD/RDD officials /officers; this is the activity which is reluctantly carried out by them. Most of them don’t like field if monetary incentive does not emanate from field. For these are the Departments which are supposed to declare the old buildings safe or unsafe
School Department has to depend on these Departments for unsafe certificates. In this regard too, I see no hope for this directive implementation in a the time bound manner covering all the schools from Primary schools upto Hr.Sec.Schools in the entire state due to apathetic approach of concerned departments.
To substantiate it I explain one. Vide CEO Jammu’s No:-CEOJ/C/49013-16 dated:-28-3-2011 C.E.O Jammu wrote to the Director, General ,Youth services and Sports J&K Jammu with a copy to the B.D.O Marh Jammu for doing the work of demolition of unsafe and useless school rooms among other requests of Govt.Girls High School, Gole Gujral Jammu and vide the B.D.O Marh Jammu’s office No:-BDO/M/17-18/726-28 dated:- 26-8-2017, it is stated that there are seven old class rooms which have become unserviceable and are in the shape of ruins ,there are no windows, no doors and room pillars have been damaged. There are heaps of mulba, rubbish on the floors. The rooms are unsafe and useless. The demand put forth by C.E.O Jammu through the correspondence is genuine. The old rooms require demolition and reconstruction.
BDO took 6 years to give unsafe certificate and no foreteller may predict when the job of demolition of above said seven rooms will take place and new rooms will be constructed. It is the height of administrative careless.
If any body visits this school, it presents a bad look but who cares?
Mechanism to demolish the old school buildings should be very simple if Govt does not want fiasco.
