MGNREGA failure

Sir,
This refers to the editorial  “Is MGNREGA  a failure ? ” DE Dec 14, 2017. Recently the performance Review Committee of Union Rural Development Ministry has shown some serious concerns about the implementation of this Scheme in Jammu & Kashmir.  The committee has noted that  there is no accountability during the NREGA works execution. As per norms an  Ombudsman has to be appointed  not only at district level but also  at state level.  The said Ombudsman is yet to be appointed by the Government.
The job of the ombudsman is to look into NREGA related issues especially the complaints but due to absence of an Ombudsman at district or state level there is lot of corruption and mismanagement of MGNREGA funds. Aggrieved people , NREGA workers have to lodge complaints before BDOs or ACDs who hardly act against the NREGA mafia.
In order to ensure better results the NREGA funds should  also be used for waste management work. Grant money upto Rs 21 lakh is available for each Gram Panchayat for Solid Liquid Waste Management in rural areas  under Swach Bharat Mission (Gramin), but from last more than 3 1/2 years not even single penny has been spent for this work in J&K state. The Waste Management work in villages can be made sustainable through NREGA funds after creating assets like compost units , shredders , magnetic dis-integrator, Gutta and Phatka Machines etc. Grant money can be used to create these assets….
