NEW DELHI, Nov 22: Maintaining that return of Kashmiri migrants is a greatest test of the principle of secularism and democracy, former president Kashmir Samiti Delhi (KSD) and chairman S K Foundation, Sunil Shakdhar today said that the PM’s rehabilitation package lacks human touch.
In a letter to Chief Minister, Omar Abdullah, Shakdhar stressed on confidence building measures (CBMs) among the community members who have become refugees in their own country due to wrong policies adopted by successive state and Central governments right from 1947.
He, while finding fault with Prime Minister’s package, said it is a naive attempt at reducing a human problem into economic statistics as the same lacks human touch.
Stressing on an inclusive policy he said creating demarcated areas for resettlement will lead to emergence of ghettos and help in further widening the gap between different communities.

The letter further stressed on formulation of an overall project to repair all cultural and religious places vandalized by terrorists and their cohorts.

It also sought an assurance from the Government to migrants for safeguarding of their fundamental and democratic rights.
Mr Shakdhar also complimented Mr Abdullah for agreeing to withdraw the circular on adjustment of migrant doctors, paramedics and other staff of Medical Education and Health Department and admitting that in conjunction with Government of India, a fresh policy on all India basis will be formulated and adopted.
The letter expressed the hope that the future policy on return of migrants as envisaged by Mr Abdullah will receive all support and cooperation from S K Foundation.
