NEW DELHI, Feb 6: A delegation of pensioners representing “All India S30 Pensioners Association”, led by senior Member of Parliament R.K. Sinha, called on Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh and sought his intervention for the grant of increments under Formulation-3 of Seventh Central Pay Commission (7th CPC) recommendations.
As per a memorandum submitted to the Minister, the members of the association numbering over 370 are the pensioners who retired from Government service as Additional Secretaries in Government of India or equivalent position in All India Services. However, they complained that they had been meted out injustice in the fixation of their pension vide the OM dated 12.05.2017 and 06.07.2017, respectively.
The 7th CPC, according to memorandum, recommended full parity between pre- and post-pensioners as part of the fundamental right to equality enshrined in Article 14 of the Constitution of India. However, according to them, the involvement of Formulation 3 is flawed because it resorts to calculation of notional pay fixation under each intervening Pay Commission rather than working out national pay under the 7th CPC directly.
The members of the delegation, headed by its President, M.P. Buddhiraja requested that the matter may be viewed by the Government sympathetically and Option-1 recommended by the 7th CPC may be offered granting number of increments in calculation of the notional pay under 7th CPC equivalent to the stage in the scale the pensioner had actually retired.
Dr Jitendra Singh gave a patient hearing to the delegation. He said, he would direct the Department of Pensions to study the issue and come out with their views on it. He also issued instructions to arrange a direct meeting between these senior pensioners and the concerned officials in the Department of Pensions.
