Except NC MLA Mian Altaf, all the members from NC, Congress, BJP and PDP, who took part in the discussion, supported the Resolution. The Minister for Public Works, Naeem Akhtar also said that he too did not want to oppose the Resolution keeping in view of its spirit, but going into this would have legal hurdles.  However, he assured the House that the Government would consider it after studying legal aspects.
As Shafi Uri pressed for the Resolution, Speaker Kavinder Gupta rejected the Resolution after a voice vote. Even as Shafi Uri and some other members again pressed for a division of votes, Ali Mohd Sagar urged the Chair that division on the Resolution   was not right as the members have already expressed their opinion and Speaker Kavinder Gupta accepted his suggestion.
Earlier, Shafi Uri and other members, who supported the Resolution, allayed the apprehension that Recruitment at Block Level would adversely affect Reservation, which is also governed by the Service Recruitment Rules.
Javed Beigh said that the Government should not take the Resolution issue as an ego and must accept the same while Hakeem Yasin suggested that Recruitment should be conducted on the pattern of funds distribution at block level.
Other Members, who supported the Resolution, opined that Recruitment at Block Level would not only give adequate representation to all the areas and sections but also ensure overcome the problem of  absenteeism in remote areas.
Another Private Members’ Resolution was moved by the MLA Javed Hassan Beigh seeking the benefit of reservation to women of backward areas till seven years of their marriage and reduction in eligibility period for reservation benefit from 15 years to 7 years for the girls married in backward areas.
