Some deptts not giving UCs in time: FM

JAMMU, Feb 9: Finance Minister Dr Haseeb Drabu today told the Legislative Assembly that some departments haven’t been able to furnish Utilization Certificates in time due to non completion of targeted works within the time frame in view of variety of reasons.
“Overtime various measures have been introduced to control cost and time over run. No project is allowed to be undertaken which is not backed by administrative approval and technical sanction. Only those projects are allowed by the Finance Department to be executed which shall be completed within three years only,’’ Drabu said in response to a written question of NC MLA Mubarak Gul.
He added that the expenditure reform initiatives will definitely bring change in execution of projects and their timely completion, which, in turn, will ensure timely submission of Utilization Certificates.
He said the Government has started releasing budget for next financial year in February, of the previous financial year, which provide enough space for tendering and other procedural formalities.
