Special schools, vocational training centers for deaf, dumb demanded

JAMMU, Dec 2: The President of Jammu & Kashmir Association of Deaf and Dumb, Vijay Kumar Gupta, today submitted a memorandum to the authorities seeking opening of special schools and vocational training centers for deaf and dumb to eradicate their sufferings.
The memorandum said that it was very hurting fact that the world’s largest minority that of disabled people (about 15% of world population) do not have equal access to society or services, including education, employment, health care, transportation, political participation or justice.
In 1995 Govt of India passed an Act wherein biggest emphasis was laid on opening of special schools, at least one in each district, for the deaf and dumb, but it is very disgusting that J&K Government has not been able to open schools even in State capitals i.e. Jammu and Srinagar, it alleged.
The memorandum added that the other aspect where due emphasis was laid in the Act was providing employment to the special people in the form of reservation in the jobs corresponding to their physical and mental capabilities but the State Government failed on this front too, as for every employment opportunity the candidate has to meet certain minimum criteria in the form of qualification/ expertise, which these people are lacking due to inefficiency on the part of State Government towards providing necessary tools in the form of schools and other institutions.
“Though, for the last few decades, slow and uneven progress has been made to address these issues, but continuing action at all levels of society is needed to ensure that persons with disabilities enjoy full and equal participation. The State Government needs to set up a Vocational Training Centre to train the deaf and mute children in various trades like Electronics, Automobile Mechanic, Textile Designing, Photography, Beautician etc. to make them self supporting respectable citizens of our country”, the memorandum said.
