Finally Govt wakes up to frame Results Framework Documents for all deptts

JAMMU, Dec 3: After remaining in deep slumber for quite long time, the State Government has finally geared up to frame Results Framework Documents for all its departments and the much needed exercise is beginning from December 7, 2012 when a workshop to prepare skeleton of the documents is going to be organized by the Union Cabinet Secretariat’s Performance Management Division in coordination with the State authorities.
Official sources told EXCELSIOR that while several states of the country have already adhered to the guidelines of the Performance Management Division of Union Cabinet Secretariat, Jammu and Kashmir Government woke up from deep slumber on such an important subject just in the recent past and decided to get Results Framework Documents prepared for all its departments.
After making up its mind to have Results Framework Documents, the State Government approached Dr Prajapati Trivedi, Secretary Performance Management, Union Cabinet Secretariat for extending guidance on the subject. The request of the State was considered and now the Union Cabinet Secretariat is organizing a two-day workshop on Results Framework Document on December 7 and 8, which will act as a beacon light for 105 officers from more than 20 departments of the State Government besides IAS and KAS probationers.
“Following the workshop all the Departments would frame their Results Framework Documents for the calendar year 2013 by the end of current month”, sources said, adding “in order to achieve the objectives, policies and programmes and projects agreed in the Results Framework Documents, a Memorandum of Understanding would be signed between every Administrative Secretary and the concerned Minister”.
In response to a question, sources said that Results-Framework Document is essentially a record of understanding between a Department/Ministry representing the people’s mandate, and the Head of the organization responsible for implementing this mandate. This document not only contains the agreed objectives, policies, programs and projects but also success indicators and targets to measure progress in implementing them.
“The RFD provides a summary of the most important results that a department expects to achieve during the year and it has two main purposes—moving the focus of the department from process-orientation to results-orientation and providing an objective and fair basis to evaluate the department’s overall performance at the end of the year”, sources said.
As per the Union Cabinet Secretariat guidelines, the Results Framework as well as the achievements against the performance goals laid down at the beginning of the year, can also be reviewed after six months by the concerned administrative department/ ministry and goals reset if required taking into account the priorities at that point of time.
At end of the year, achievements of the departments against the agreed results would be determined and accordingly corrective steps taken wherever required, sources said, adding “Results Framework Documents are imperative in order to ensure that departments work in guided manner. These documents would also ensure transparency and help the Government to monitor the performance of the Administrative Secretaries and Ministers also”, sources said.
