Sir,
District Kishtwar has been neglected in each sphere of life by all successive Governments. All Additional District Judges of the State have been designated as special judges to exercise jurisdiction under Prevention of Corruption Act except our District which has prevented the accused belonging to this area to have a speedy trial. No member of District Forum /Consumer Court have till date been nominated under Consumer Protection Act inspite of the fact that in all Districts of J&K, District Forums have been established and are functioning since 2011 thereby preventing the consumers of this area from seeking relief under Consumer Protection Act.
Court of District Mobile Magistrate is non functional at Kishtwar as no Mobile Magistrate has been appointed till date though staff of this Court is appointed and put at the disposal of Munsiff Kishtwar. Traffic challans are piling day by day and are being disposed of by already overburdened CJM and Munsiff Courts.
Both Srinagar and Jammu are far away from this District. The hilly terrain, costly journey and poverty of litigants prevent them from filing writs and appeals. As such a permanent /regional bench of the High Court is required to be established in Kishtwar District.
Last but not the least, the Lawyers community of Kishtwar is suffering badly for want of chambers. It is, therefore, impressed upon the Government and the Hon’ble Chief Justice to immediately direct construction of Lawyers Chambers to uphold the dignity and honour of advocates who have been designated by Apex Court as officers of the Court.
