Vigilance books CA&PD officers for misappropriation

JAMMU, Mar 15: The State Vigilance Organization has booked senior CA&PD officials for misappropriation of public money by misusing their official position.
A case under FIR No. 07/2018 under Section 5(1)(c) 5(1) (d) r/w 5(2) of J&K PC Act Svt. 2006 and 467, 468 & 120-B RPC has been  registered in PS VOJ against Zaffarullah Batt,  the then Assistant Director CA&PD Kishtwar and  Saroop Chand,  TSO Padder/Kishtwar,  on the basis of a JSC conducted into the allegations of misappropriation of huge amount of money committed of freight charges of food grains during the period from May 2008 to July 2010.
Saroop Chand, during his posting as Tehsil Supply Officer Padder and then Assistant Director CA&PD Department, Kishtwar,   Zaffarullah Batt,  had drawn an amount of Rs 2,35,00,000/- as advance incidental charges for TSO Padder. Out of the said amount, Rs 19, 62,028/- had been found illegally diverted by  Saroop Chand to TSO Kishtwar and rest of the amount had been referred to TSO Padder.
JSC conducted further revealed that Saroop Chand   had shown in disbursement payment sheet that he had disbursed Rs 19, 62,028/- received by him,  among the drivers / markbans  and carriage contractors  of Kishtwar,  which otherwise was meant  for Tehsil Padder.
During the course of JSC, it was found that  Saroop Chand and  Zaffarullah Batt,  in connivance had prepared forged record and shown the disbursement of the said amount (Rs.19, 62,028/-) among the people who during the probe were not found. Thus these CA&PD officials in sheer abuse of their official position and under a criminal conspiracy  misappropriated an amount of Rs 19,62,028/- and thereby caused huge loss to the State exchequer. The investigation of the case has been taken-up.
