Govt re-constitutes DPC ahead of top level promotions in police

JAMMU, Dec 5: Ahead of the promotion of top officers in the Police Department, the State Government has re-constituted the Departmental Promotion Committee (DPC)/Screening Committee exclusively for promotion to the ranks of Director Generals of Police (DGPs) and Inspector Generals of Police (IGPs).
The DPC is headed by Chief Secretary Madhav Lal and comprised Financial Commissioner (Finance) Mohammad Iqbal Khandey, Principal Secretary (Home) BR Sharma and Director General of Police (DGP) Ashok Prasad as its members.
The Financial Commissioner (Finance) has been inducted as new member of the high level DPC, which would take up the promotion of DGs and Additional DGs of Police or equivalent ranks, official sources told the Excelsior.
The DPC could meet anytime now as Model Code of Conduct (MCC), which was in force since November 3 after the announcement by the Election Commission for holding elections to four seats of Legislative Council from Panchayat quota, would be lifted tomorrow after completion of the counting of votes and declaration of results by the afternoon.
The DPC was scheduled to meet on November 8 but was deferred, mainly due to imposition of Model Code of Conduct and constitution of the new Panel in which representative of the Finance Department has been inducted as one of the members. In the previous DPC, there was no member of the Finance Department in the Panel.
Sources said the new DPC/Screening Committee has been mandated to clear the promotions up to the rank of DGs and Additional DGs of Police or equivalent ranks.
Sources said the promotion at higher level in Police Department were due in three ranks including IGPs, DIGs and SSPs. As the DPC has been asked to take up promotion of DGPs and Additional DGPs, there was a possibility that the new DPC would take up promotion of four IGPs of 1987 batch of IPS to the ranks of Additional DGPs and defer the promotions of five DIGs of 1995 batch of IPS as IGPs and 11 SSPs of 1999 batch of IPS as DIGs for time being.
The promotion of SSPs as DIGs and DIGs as IGPs could be later assigned to the same Committee or a new DPC, sources said but didn’t rule out that the same DPC might take up promotions at all levels in police.
“All this depended on the directive of Home Department, held by Chief Minister Omar Abdullah”, sources said.
As exclusively reported by the Excelsior earlier, the Police Headquarters had mooted a proposal for promotion of four IGPs of 1987 batch of IPS as Additional DGPs. They included V K Singh, IGP CIV, Training and Inspections, Police Headquarters, SM Sahai, IGP Kashmir, Dilbagh Singh, IGP Jammu and Sheikh Owais Ahmad, IGP Personnel/Training Police Headquarters/Technical.
The likely promotion of four IPS officers would leave Lalatendu Mohanty, the lone IPS officer of 1989 batch in Jammu and Kashmir cadre as the senior most IGP. He is presently on Central deputation.
The promotions cleared by the DPC had to be approved by the State Cabinet.
Five DIGs and IPS officers of 1995 batch, who were due for promotion as IGPs, included Shiv Darshan Singh Jamwal, who was presently on deputation with the Intelligence Bureau (IB), S S Khandare, Rajesh Kumar, DIG Baramulla range, T Namgyal, DIG Armed Kashmir and T Punchok, Joint Director Sher-i-Kashmir Police Academy (SKPA), Udhampur.
The Ministry of Home Affairs (MHA) has already asked the Government to consider the officers of 1995 and 1999 batches of IPS for promotions.
All 11 IPS officers of 1999 batch have already been accorded Super Time Scale by the Government, clearing decks for their promotion as DIGs.
They included Anand Jain, SSP Baramulla, S R Samuel, Commandant IRP, Nitish Kumar, presently on deputation with National Investigating Agency (NIA), Manmohan Singh, SSP Traffic Jammu, presently on training, Ashkoor Ahmad Wani, SSP Udhampur, Ali Mohammad SSP Vigilance Organisation, Vijay Singh Samyal, Commandant IRP, presently officiating as SSP Jammu, J L Sharma, SSP (Special Branch) CID Jammu, Bashir Ahmad Itoo, SSP Human Rights Commission, Israr Ahmad Khan, SSP Samba, presently on IPS training and Nissar Ahmad, SSP Crime Jammu.
