Take action to provide treatment to visually impaired persons: DB

JAMMU, Mar 19: In a Public Interest Litigation (PIL) filed by NGO Golden Heartz through its Director Parimoksh Seth, Division Bench of the State High Court comprising Justice Alok Aradhe and Justice Sanjeev Kumar has directed the respondents to take appropriate action for providing treatment to the persons, who are visually impaired and have low vision, in the Government Medical Colleges and District Hospitals of Ladakh. The DB also sought status report in this regard within four weeks.
When the PIL came-up for hearing, Senior Advocate Sunil Sethi appearing for the petitioner submitted that in compliance to the order passed by the High Court on 25-11-2016, respondents have filed a compliance report along with a letter, which has been addressed to the Central Government seeking indulgence in the matter of providing facilities to the blind children and thereafter no action has been taken on behalf of the State Government.
It was further submitted that approximately 7.61 lakh persons are suffering for various disabilities out of which seizable population is having visual improvement or low vision. It was also submitted that the respondents shall be directed to provide facilities to those persons having low vision in the Government Medical College, Jammu, Government Medical College, Srinagar and District Hospitals of Ladakh.
On the other hand, Deputy AG Vishal Bharti prayed for adjournment in order to enable him to seek instructions.
After hearing Senior Advocate Sunil Seth with Advocate Surbhi Gupta for the PIL whereas Deputy AG Vishal Bharti for the State, DB observed, “it is shocking to note that in the entire State there are no facilities for treatment of those persons, who are suffering from visual impairment or low vision”.
Accordingly, DB directed respondents to take appropriate action for providing treatment to the persons, who are visually impaired and having low vision in the Government Medical College, Jammu Government Medical College Srinagar and District Hospitals of Ladakh.
