Please refer to the letter titled,” Administrative importance of ADC” DE on April 6, 2018.
To start with I do agree with the author namely O P Sharma that there is no relevance of ADC at Sub Divisional level. If an SDM is simply replaced by an ADC, it will do nothing except adding to the public expenditure on account of higher pay scale of the ADC.So, the Post of ADC looks quite redundant at Sub Divisional level.
And the matter of posting of ADCs at other sub divisions seems to be linked with the objective of giving promotion to some blue eyed persons in the administration. The administrative position of ADC at Sub Divisional level is of little value if he/she has the same powers and functions. In fact the public of Nowshera didn’t want simply replacement of SDM with ADC, they wanted an authority with powers and functions higher than that of SDM so that they may not have to go to Rajouri for the official work.
Hence it is desirable that Nowshera may be declared as a district headed by a Day Commissioner.
