Excelsior Correspondent JAMMU, Dec 10: Asking Employees Associations to shun the path of confrontation, the Minister for Finance and Ladakh Affairs Abdul Rahim Rather today assured them that their demands would be appropriately looked into. Interacting with the members of Civil Secretariat Non-Gazetted Employees Union, which called on him this afternoon, Mr. Rather said that negotiations and discussions is the better way to solve problems whereas strikes cause only inconvenience and hardships to the people. Mr. Rather said that the present Government has taken unprecedented welfare measures for its employees and implemented 6th Pay Commission recommendations along with arrears, despite meager resources. “Regularization of the services of contractual, adhoc and those working on consolidated basis is another landmark decision of the present Government which was pending for about last 20 years, “Mr. Rather added. He said the Government had to enact a law, which has no parallel in the country, to regularize their services. Not only this, the eligibility age of the employees to get full pensionery benefits was also lowered from mandatory 30 years to 28 years. Likewise the HRA was also approved to be paid to the employees at the same rates applicable to the Central Government Employees. Mr. Rather said pay disparity of the employees of Public Sector Undertakings (PSUs) was also done away with and the COLA was converted into Dearness Allowance (DA) which was a long pending demand of PSUs. He said Government is always open to discuss the problems and demands of the employees and their all major demands have been already fulfilled. “Their further genuine demands could also be considered through dialogue and discussions”, Mr. Rather said. The President of the Civil Secretariat Non-Gazetted Employees Union Rauf Ahmad apprised Minister about their activities to bring further improvement in the functioning of various Government Departments. He said that the Union organized workshops on RTI and DPC procedures in collaboration with the General Administration Department. The delegation also presented a memorandum of demands to the Minister which included Implementation of agreement, reportedly reached between the Government and employees representatives in July 2012, Implementation of Comprehensive Accom-modation Policy (CAP) for Secretariat Employees, revision in J&K Medical Attendance-cum-Allowance Rules 1990, re-organization of services, rationalization of electricity supply to Government residential quarters of Civil Secretariat employees and review of Government Order No. 168-PDD of 2012 dated 01.06.2012. Mr. Rather assured them that these demands would be examined by the Government.
