KVS officials misusing official position: INTUC

JAMMU, Dec 13: State unit of Indian National Trade Union Congress has alleged that officers of the Kendriya Vidyalaya Sangthan (KVS) in the region are continuously misusing their official position by indulging in sheer exploitation of the employees under them.
In a meeting of the INTUC held here today, its general secretary Raghubir Singh Chib pointed out that officers of KVS are misusing their position and violating the constitutional provisions of law applicable to the employees of the KVS and removing them from service or awarding them the major punishment without application of mind and the law applicable to them. The employees are thrown out of the job without adopting proper procedure.
The State trade union leader further pointed out that the KVS employees are governed by the CCS (CC&A) Rules 1965 for settlement of their disciplinary cases. He said that there is an elaborate procedure laid down in the CCA Rules 1965 which is a great safeguard against any injustice. Mr Chib said the right envisaged under the CCA rules have not been recognized properly and have been violated. Hundreds of employees, many of whom have even completed service qualifying for pension, have been eased out of service or awarded other severe punishment without holding an impartial inquiry. This is again, violation of the Article 311 of the Constitution of India. The removal from the service or awarding major punishment to the employees by an authority subordinate to that by which he/ she was appointed also amounts to violation of this Article.
The INTUC leader alleged that some people sitting in the Ministry of HRD are helping and rather encouraging the corrupt officers of the KVS, making mockery of law and exploiting the employees. Letters in this regard have also been flashed to the President of India, concerned Minister and the Secretary Ministry of HRD, he maintained.
