Pensioners’ plea to Finance Minister

JAMMU, May 18: J&K State Pensioners Association (JKSPA) has demanded intervention of Finance Minister, Altaf Ahmed Bukhari and urged him to impress upon the concerned authorities of Finance Department to address the outstanding grievances of pensioners.
In this regard a communiqué was sent to the Minister by the Association here, today it said the demands of the pensioners have been put on back burner by the Finance Department for reasons best known to them.
The Association, while highlighting the demands said that pre 2006 pensioners have been deprived of six percent DA installment arrears for the period of January to June 2009. It said some sections of employees of Accounts, Statistical, Sheep/ Animal Husbandry Departments who have retired during the period from 1-1-1996 to 19-2-2003 were given the benefit of upgradation of their posts notionally from 1-1-1996 to 19-2-2003. It further demanded enhancement of Medical Allowance from existing paltry rate of Rs 300 to at least Rs 1000 in view of steep rise in medical expenses.
Krishan Singh president of JKSPA said that the payment of DA arrears of the period from January to June 2009 of employees and pensioners was kept with held pending formulation of procedure for payment of pay/pension revision arrears accrued from implementation of 6th CPC’s report in the State.
He said subsequently orders for payment of pay pension revision arrears were paid to the employees and post 2006 pensioners leaving pre 2006 pensioners high and dry. Moreover the post of section officers and certain categories of employees of accounts/ statistical, Sheep/Animal Husbandry Departments were upgraded  notionally from January 1, 1996 and monetarily from February 19, 2003 and those who were still in service and who have retired after February 19, 2003 were benefitted by revising their salary /pension but those who have retired in the period from January 1, 1996 to February 19, 2003 have not so far been benefitted.
