Apropos to the views expressed by Balbir Ram Rattan, in his heart provoking write up, “Why HR Organisations silent on rights of refugees and others,” Daily Excelsior dated Dec. 10, 2012 is a scar on great democracy that J&K State shares the largest population of displaced persons called, “Refugees,” These refugees include refugees from Myanmar, Bangladesh, POK and Kashmiri migrants.
The tragic tale is that even the organisations who raise hue and cry over human rights violations pay a deaf ear to the genuine demands of these refugees.
How much painful it is that lakhs of Kashmiri Pandits became refugees in their own land and the case of POK displaced persons is also shocking . Even most of the innocents people of  border areas become victims of unprovoked skirmishes.
He concludes his write up in an emotional tinge that the celebration of “World Human Rights Day” is a cruel joke towards these refugees, who pass their days in utter gloom and despair like rudderless vessels being tossed by the ruthless waves of uncertainity and apathy as no HR organisation has been able to alleviate their sufferings.
The real celebration of Global HR Day is to look sincerely to their grievances and come out with a practical solution as to leave one’s home and hearth and scatter in search of shelter is the greatest human tragedy.
