Red tapism in Govt Deptts

Sir,
In Government biggest hurdle in development is red tapism in all departments   like education, forest, R&B and health etc. One can judge the pace of development from the pace of file moving in departments. We can say officers act as a new feudal lords of our country where commission is consider as a part of a salary, not corruption but as a source to earn extra money though their salary is  enhanced after the gap of few years through different pay commissions, which they consider as their right weather they are performing well or not hardly matters.  Even they know how to manipulate fact and figures to get awards and repute  for themselves through media hype and other sources.
They don’t consider them public servants but elite who have cleared a prestigious exams which gives them lifelong authority to keep people waiting for their work and keeping the gap between them and the common masses. Here, it is worth  mentioning  that corruption is not where money is involved but if someone is not doing work with full dedication or with a biased mindset , delaying genuine work done is also considered as corruption.
It not like that all Govt officials are same there are honest and dedicated one also but one can count them on fingers. Govt must keep check on that and streamline the whole system for the overall development of our state in real sense without any huddle.
