RAMNAGAR, July 2:  MLA Ramnagar Ranbir Singh Pathania has stressed for shift from district/constituency wise allocation to criteria based allocation.
While addressing party cadres here at  Dehma and later addressing largely attended public meeting at Baryalta, Pathania made a fervent appeal to the Governor-led establishment in the State to embark upon the gospel of “Criteria Based Allocation” so that basic needs of people living in remotest and hilly areas be fulfilled. He enumerated bad – pockets in his constituency which, since elapsing of more than seventy years of independence, are still looking for basic living needs like electricity, water and healthcare despite liberal funding from Central Govt by way of various welfare programmes.
He further said that given the meager kid-glove allocation of distt plan, Constituency Development Fund and various Central sector schemes, it was not possible to make these people get the feel of ‘New India’.
Referring to vast distinction between urban and rural constituencies in terms of their developmental needs, he said that how the similar quantum of funds for a constituency in Jammu/Srinagar Municipal limits can fulfill needs of a hilly constituency like Ramnagar spread over 191 polling booths, scores of health institutes without buildings and sanning doctors, nearly 1000 km road length, vast populace and a huge landmass.
Pathania called for an objective audit of the needs of far flung areas so that a detailed graph and a further action plan too is formulated regarding differential needs of each area and a more efficacious and target oriented model of governance/ development is devised out.
Later in the day, Pathania paid homage to the great Saint Kabir Dass Ji during the function organized here at Kabir Temple Dheeran Baryalta to commemorate the birth anniversary of Satguru Kabir Ji.
Highlighting  various components of Gram Swaraj Avhiyaan, MLA informed that the campaign aims at making the villages(with higher percentage of Scheduled Castes and Scheduled Tribes) saturated in seven flagship pro-poor programmes – Pradhan Mantri Ujjwala Yojana (clean cooking fuel), Saubhagya Ujala scheme (LED lights), Pradhan Mantri Jan Dhan Yojana (financial inclusion), Pradhan Mantri Jeevan Jyoti Bima Yojana (life insurance), Pradhan Mantri Suraksha Bima Yojana (accident insurance) and Mission Indradhanush (health mission).
