JAMMU, July 4: The Joint Action Committee (JAC) of all the three wings of Graduate Engineers of Electrical, Civil and Mechanical, strongly projected the burning demands of the cadre here today.
In a two-day convention of the JAC held today under the leadership of Harvrinder Singh, president JKEEGA, Gandeep Pargal president GEASSOC and Deepak Gupta, general secretary MEGA, the members discussed the burning issues of the cadre. During the meeting various issues concerning the welfare of the members as well as department were also discussed.
The issues with regard to regularization of engineers, issuance of SRO for Assured Career Progression, promotion at all levels as per J&K Engineering Gazetted Service Recruitment Rules, release of already approved grade pay of 4260 in favour of JEs, enhancement of FTA and review of bio-metric attendance for engineers engaged on field duties were discussed in details.
The Joint Committee apprised the Governor that though engineers in all the wings were working on the posts of Development Commissioner, Chief Engineers, Superintending Engineers, Executive Engineers etc but they are working in the grade of Junior Engineers or Assistant Engineers or at the most I/C AEEs, because their services have not been regularized for the last over 17 years.
In the absence of regularization on the post, every officer is working as Incharge, on adhoc or stopgap basis. Many of them have retired and they are facing pension settlement problems. They urged upon the Governor to take a decision on ACP of the engineering fraternity at the earliest. They also demanded to start regularisation process and provide them justice. They pointed out that there are lot of posts of JEs, AEs and AEEs, XEns, SEs etc lying vacant in R&B, PHE, I&FC besides PDD and Mechanical wings and they are needed to be filled up at the earliest.
The JAC demanded enhancement of Field Travel Allowance (FTA) of engineers to Rs 5000 per month as mere Rs 30 per month FTA a cruel joke with them. They appealed the Governor administration to review decision of biometric attendance for engineers as they have to often work in the field and it is not practically feasible for them to go for the same. They assured to accord full cooperation to the Governor administration.
