Court discharges ex-Principal, Suptd GMC in alleged fraud case

JAMMU, Dec 22: Special Judge Anticorruption Jammu, Puneet Gupta has discharged Dr R K Raina, the then Principal Government Medical College, Jammu and Dr Jasbir Singh, the then Superintendent GMC, who retired as Director Health Services, in the alleged fraud case.
According to the case history, in the year 1998 one Darshan Lal Mottan, son of Jaimal Ram of Salerh, R S Pura, who was impersonating as doctor and had cheated a number of persons by preparing forged documents, processed case of one Toshi Devi showing himself as her brother for the grant of Medical Aid from Medical Aid Trust, Chief Minister’s Secretariat.
He forged the name of one Savitri Devi, resident of Kalakote who was admitted in Government Medical College and Hospital, Jammu as a cancer patient. During the course of investigation, police came to know that fake identity card of Darshan Lal was issued by Dr Jasbir Singh, the then Superintendent GMC Hospital, Jammu. The case summary and discharge record of the patient namely Savitri Devi, resident of Kalakote was also seized.
While discharging both the officers, Special Judge Anticorruption Jammu Puneet Gupta observed, “so far as Dr R K Raina, the then Principal is concerned he has only signed the cheque in favour of non-entity Toshi Devi, who was projected as real sister by the Darshan Lal”, adding “the complicity of this accused is also not made out from the record only for the reasons of his being signatory to the cheque”.
Regarding Dr Jasbir Singh, Special Judge Anticorruption observed, “the court is of the considered opinion that no charge can be laid mere on the ground that identity card has been issued by Dr Jasbir Singh, who was Medical Superintendent GMC at that time”.
