SRINAGAR, July 29: Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) has done over a dozen massive construction works for Rs 55 crore during last three years without any administrative approval or technical sanction, with tenders invited and Detailed Project Reports (DPRs) prepared for only a few works.
The construction work of JKEDI main building and Public Relations (PR) office was started at Jammu in November 2017 by Ess Ess Enterprises and Electronics at the cost of Rs 11.50 crore for which tenders were invited after the Detailed Project Report (DPR) was prepared. However, sources said that the work was started without any administrative approval and technical sanction.
The Construction of Guest House of the JKEDI in Jammu was started in January last year at the cost of Rs 6.00 crore jointly by the Tarmac and Ess Ess Enterprises and Electronics. Sources said the work was started without any Administrative Approval and technical sanction.
The Construction of Centre for Training and Skill Development (CTSD) building at Pampore was started in April 2015 at the cost Rs 30 crore jointly by these two companies. However, the work was started without any administrative approval and technical sanction.
The construction of staff quarters for JKEDI at Jammu was started last month jointly by the same two companies at the cost of Rs 3 crore. However, no tenders were invited for the work and neither was DPR prepared for it and work was started without any administrative approval and technical sanction.
However, the Director JKEDI, Dr M I Parray, said that no construction of staff quarters has taken place so far. “We have built four-five rooms for the security staff. In the meantime, we have requested Government for the approval of the work”, he said. But a bill (NA/18/12B dated 04-07-2018) amounting to Rs 4.72 lakhs has been paid to the architect clearly shows that construction of building is already in progress.
The construction of kiosk was started at JKEDI Pampore at the cost of Rs 55 lakh last year in September and completed in January this year by Ess Ess Enterprises and Electronics. However, no tenders were invited for the work and neither was the DPR prepared for it and work was started without any Administrative Approval and Technical sanction.
The construction of Public Relations (PR) building at JKEDI Pampore was done at the cost of Rs 12.5 lakh last summer by the same company. However, no tenders were invited and neither was any DPR prepared for it and work was started without any administrative approval and technical sanction.
The renovation works of Guard room at JKEDI Pampore was done last summer at the cost of Rs 18 lakh by the same company. However, no tenders were invited and neither was any DPR prepared for it and work was started without any administrative approval and technical sanction.
The renovation works of G&C building at JKEDI Pampore was done last summer at the cost of Rs 10 lakh last year in October by the same company. However, no tenders were invited and neither was the DPR prepared for it and work was started without any administrative approval and technical sanction.
The construction of security barrack and bunkers at JKEDI Pampore was done last year in April and May by the same company at the cost of Rs 50 lakh. However, no tenders were invited and neither was the DPR prepared for it and work was started without any administrative approval and technical sanction.
The construction of storage shed at JKEDI Pampore was done by the same company at the cost of Rs 21 lakh in December 2016. However, no tenders were invited and neither was any DPR prepared for it and the work was started without any administrative approval and technical sanction.
The renovation of Guest House at JKEDI Pampore was done by the same company at the cost of Rs 60 lakh in February-May last year. However, no tenders were invited and neither was the DPR prepared for it and work was started without any administrative approval and technical sanction.
The renovation of Women Center, Press Enclave, Srinagar for JKEDI was started in January this year at the cost of Rs 1. 05 Crore by the same company. However, no tenders were invited and neither was the DPR prepared for it and work was started without any administrative approval and technical sanction.
Parray admitted that no tenders have been issued for the renovation of Women Center. “It was going to be inaugurated by the former Chief Minister, Mehbooba Mufti and there was no time for issuing tenders. The rates were already finalized, there was no need to issue tender. We asked the contractor who was already working for the EDI to do the work on existing terms and conditions, it was a small work”, he said.
On not issuing tenders for various works, Parray said: “We might have given extensions to some works and that is not the problem. If someone has already done a work of Rs 30 crore project, there is no problem in asking him to work for one more crore. There is no problem in granting him an extension.” He said that the administrative approval and technical sanction of all projects was sought.
Sources said that in case if cost of any project work exceeds, the higher ups utilized savings of the JKEDI without seeking approval from competent authority.
