Employee forges Principal’s signature, encashes cheques

SRINAGAR, Dec 26: Despite a lapse of five months, Police are yet to act against a Government employee who managed to issue cheques by forging the signatures of Principal District Institute of Education and Trainings (DIET) Kulgam and withdrew more than Rs 1 lakh from the State ex-chequer.
The incident came to light when then Principal DIET, Kulgam, Mohammad Abdullah Shah found that some cheques have been issued without his knowledge. Shah who is currently posted as Field Advisor, State Institute of Education (SIE), Srinagar, reported the matter to the higher authorities asking them to act against Mohammad Yaqub Bhat, the peon.
Shah also moved an application with Police Station, Kulgam asking them to register an FIR against Yaqub and Javed Ahmad, Senior Assistant, DIET Kulgam. In the application Shah wrote that cheques numbering 33588299, 33588300 and 33588293 were issued from account number 5201/SB maintained at Jammu and Kashmir Bank, TP Kulgam either by Yaqub himself or under some other person’s influence in July this year.
Shah said the cheques amounting Rs. 49,200, Rs. 9,500 and Rs. 50,000 were encashed on the same date of their issuance. He said two more cheques numbering 34882135 and 34882119 amounting to Rs. 10,800 and Rs. 5,000 were also issued by Yaqub from account number CD 2408 being maintained at Jammu and Kashmir Bank, Kulgam. He hinted towards the role of Javed in the matter saying that both the cheque books are in his custody, adding that some cheques are also missing.
Yaqub made a statement that the cheques were handed over to him by Shah for encashment. Yaqub’s signature was tallied with the signatures on the cheques and it matched. The misspelling on the cheques raised doubts and following this Kulgam Police Station registered FIR number 130/2012 on August 7 against Yaqub under Sections 420 and 406 of PRC.
