JAMMU, Sept 30: A deputation of the State unit of All India Confederation of SC/ST/OBC Organizations led by the State president, RK Kalsotra met Khurshid Ahmad Ganai, Advisor to Governor today here in Jammu and submitted a memorandum of demands to him.
Kalsotra reiterated that the successive Governments have failed to protect the constitutional rights of the reserved classes and these sections of society have pinned high hopes on the new Governor. He highlighted the long pending demand of the confederation i.e restoration of reservation in promotions.
He urged that the in the wake of recent Supreme Court judgment, the State Government can take a call on the issue and grant reservation in promotions to the reserved categories. Kalsotra demanded that State Government should issue an ordinance in this context so that the reservation in promotions is reinitiated by re-promulgating the relevant provisions of Reservation Act and rules framed there under.
He added that Supreme Court of India has also, in the SLP against the judgment of the High Court quashing reservation in promotions, as an interim order, directed status quo respecting the judgment passed by the High Court but the interim order is not being implemented respecting the reserved classes.
The other demands which were projected in the memorandum were clearing backlog vacancies of SC/ST/OBC’s through SSRB and IKPSC only and immediate constitution of committee for filling of these vacant backlog posts, implementation of Mandal Commission report and single OBC certificate valid in the State as well as Centre.
Kalsotra also demanded welfare schemes for Safai Karamcharis and constitution of a committee on the lines of the committee that has been constituted for enhancement of creamy layer criteria to look into the working conditions of these categories as well as to enhance their socio-economic status to bring them into mainstream.
Advisor Khurshid Ahmad Ganai gave a patient hearing to the deputation and assured the redressal of their genuine demands.
