India is now an emerging democratic State in the world and has attained a sound position in terms of policy making and sustanability. The qualification has an important role in deciding a person’s standing in the society and his/her suitability for various responsibilities. This is because basic knowledge (including constitutional provisions as well as the religious philosophy) is necessary to build more expertise. This will certainly give them exposure at the world level and improve the ability to comprehend and envisage things in a much broader way.
Creative work in the field of Panchayti Raj Institutions (PRIs) can be done through the marriage of knowledge and talent. Haryana and Rajasthan Governments have already formulated laws for the mandatory qualification for contesting Panchayt election.
Since the Panchyat elections are held to transfer power to the grass root level and so is the responsibility of the Sarpanch (Mukhya) for civic amenities in the area. So keeping in view his/her pivot role in the society the basic qualification should be intermediate (10+2) for Sarpanch and Matric (10th) for Panch atleast. Besides, the public should vote to a person who is sound in reading, writing, arthmatic skills and possesses as well as good character.
