HC seeks ATR against unregistered coaching centres

Srinagar, Oct 13: High Court has directed the Divisional Commissioner Jammu to file updated affidavit within two weeks with regard to steps taken against the unregistered coaching centers throughout the division.
The Division Bench of Chief Justice Gita Mittal and Justice Alok Aradhe granted two weeks time after the State counsel B A Dar requested for the same. On enquiring about the affidavit filed by the Divisional commissioner Kashmir, Court was informed the same has been filed and only Divisional Commissioner Jammu has to file his updated affidavit.
It is after the report of Judges’ committee who were appointed in both divisions, Court had directed Divisional Commissioners of Kashmir and Jammu for taking necessary remedial measures about the issue of unregistered centers.
It may be mentioned that Court had also constituted three-member committee headed by Divisional Commissioner Kashmir with Director School Education and Inspector General of Police, Kashmir, as its members. The committee was asked to immediately close down all unregistered tuition and coaching centers wherever functioning in the Kashmir Division.
Judges’ committee is supposed to inspect all the coaching /tuition centers and find out as to whether the undertakings given in the court are correct and whether they (coaching centers) have compiled with the J&K Regulation of Private Tuition Centers Rules of 2010.
In order to secure the interests of children who are studying in the unregistered coaching and tuition centers, the court had directed the owners and the authorized persons of the institutes not to operate their bank accounts which stand in their names.
A similar committee (comprising Divisional Commissioner, Direction School Education and IGP) for Jammu Division shall stand constituted as has been constituted in Kashmir Division and all the directions issued with regard to Kashmir Division have been extended to this committee.
