Ban on use of black films on vehicles

JAMMU, May 4: Division Bench of State High Court comprising Acting Chief Justice Virender Singh and Justice Mohd Yaqoob Mir has directed the State to ensure compliance of the judgement of Supreme Court regarding ban on use of black films on vehicles.
The direction was passed in a Public Interest Litigation (PIL) filed by Dr Davinder Singh Jasrotia and others seeking strict enforcement of Apex Court directives whereby use of black films on the vehicles has been banned.
Advocate Rohit Kapoor appearing for the PIL placed on record the copy of recent judgement of Apex Court in a case titled Abishek Goenka Vs Union of India. In the judgement, the Apex Court has prohibited the use of black films of any VLT percentage or any other material upon the safety glasses, wind screens of all the vehicles through out the country.
The ban on use of black films was imposed by the Supreme Court with the observation that use of such films on the vehicles gives immunity to the violators in committing crimes like kidnapping, sexual assault on women and dacoity.
After going through the judgement of the Apex Court, the DB observed, “the State does not require any reminder on this issue. There is no alternative for the State but to comply with the directions of the Supreme Court”.
With these observations, the Division Bench reiterated the directions to the State to ensure compliance of Apex Court directions and submit report within two weeks time. The DB directed Registry to list the PIL on May 18, 2012.
