800 posts of lecturers yet to be filled since 2011

SRINAGAR, Jan 19:  After the creation of over 800 posts of lecturers in the Higher Education Department by the State cabinet in 2011, the posts are yet to be filled up due to bureaucratic hurdles.
On July 21, 2011 the State Cabinet under the chairmanship of Chief Minister, Omar Abdullah ordered for the creation of 812 posts of lecturers in the Higher Secondary Schools in the State. This was followed by the issuance of cabinet decision number 133/17/2011 dated 21-07-2011. Following this the Government issued order number 442 dated 04-08-2011 and the district wise vacancies were also spelt out.
Fifty percent of 812 posts were to be filled among the promoted masters of the School Education Department while as the rest of the posts were to be filled among the direct promotion quota. The order would have created jobs for 406 unemployed youth of the State, but as no follow up action has been taken so far the posts continue to remain un-fulfilled.
Sources in the School Education Department said the posts are yet to be referred to Jammu and Kashmir Public Service Commission (JKPSC). The sources said that the file is pending disposal at the top hierarchy of the department with nobody taking interest in this matter of public importance.
After a gap of one year, Under Secretary, School Education department issued an order addressed to Directors of School Education, Kashmir and Jammu in which the heads of the departments of the respective divisions have been asked to bifurcate the posts according to the requirements of the students.
“I am directed to refer Government order number 442-Edu of 2011 dated 04-08-2011 wherein 812 posts of lecturers have been created. These posts are required to be filled up under 50 percent direct promotion quota and 50 percent promotion quota. It is therefore, requested to work out the bifurcation of the above posts keeping in view the subjects who pass (10+2) do not feel any difficulty in opting the subjects at the college level. Besides, also furnish the subject wise vacancy of lecturers working/worked or promotion on substantive basis caused due to retirement/death separately,” wrote the Under Secretary in the order Edu/V/4/2008 dated 29-06-2012.
Under this order the information had to reach the office of Under Secretary, School Education Department within a week’s time.
Sources said both Director School Education, Jammu and Director School Education, Kashmir have furnished the subject wise vacancy of lecturers to be filled up under the direct recruitment quota to the Secretary School Education Department, Civil Secretariat for onward transmission to the Public Service Commission for selection process.
According to the details worked out by the School Education Department, 434 posts had to be created/promoted in the Jammu division while as the number of posts to be created/promoted in Kashmir division were 378.
Highest number of 154 posts had to be created/promoted in the Jammu district. This was followed by Doda district with 112 posts, 98 posts each in Srinagar, Baramulla and Kupwara districts, Udhampur district 70 posts, 42 posts each for Kathua and Bandipora districts, 28 posts each for Reasi and Ganderbal districts and 14 posts each for Samba, Kishtwar and Budgam districts.
Accepting delay has taken place in the referral of posts to JKPSC, Farooq Ahmad Faktoo, Commissioner Secretary, Education told Excelsior that the process of verification took more than required time due to some procedural formalities. Faktoo exuded confidence that the posts would be referred soon for further process.
“We had sought information about the officials who were due for promotion as lecturers and this process took a long time. It had to be ensured that the person to be promoted is in service and has not retired/expired. I assure that the posts would be referred to the PSC within a week,” said Faktoo.
