Reserved categories suffering in Governor’s Rule: Kalsotra

JAMMU, Nov 24: State unit of All India Confederation of SC/ST/OBC Organisations has alleged that reserved category people are suffering badly during Governor’s rule in the State.
Talking to media-persons here today, president of the Confederation, RK Kalsotra alleged that the people belonging to SC, ST and OBC categories are the worst sufferers during the Governor’s Rule. He said that the Constitution of Jammu & Kashmir grants political reservation to the SCs and as per the past practice, at least two cabinet berths have been given to them as per their population. Although there has been no political reservation to ST’s and OBC’s in J&K, yet the representatives of these communities have been holding 3-4 cabinet berths in the past due to their majority vote bank.
He said the SC/ST/OBC communities form majority population in the State. He further said that it’s very unfortunate that in Governor’s rule, there has been no representation from these reserved communities. At present about 40 departments are being handled by four Advisors but none of them represents SC/ST/OBCs. He added that due to nil representation the voice of these communities is not being listened. It is quite shocking that the capable officers from these communities are continuously being ignored and none of them is being posted on significant posts.
He alleged that out of the 22 districts, no KAS officer belonging to SC community is posted as Deputy Commissioner or KPS officer posted as SSP in these districts and likewise other categories also. In the Engineering departments, the SC/ST engineers have been shifted to the insignificant posts and the officers of the level of Chief Engineers are being ignored. The same treatment is being given to reserved category employees in other departments also. He highlighted the long pending demand of the Confederation which is restoration of reservation in promotions. He also demanded appointment of two Advisors from reserved categories. Senior members Bansi Lal Choudhary, Mohan Lal Pawar and Shoukat Gujjar also spoke on the occasion.
