HC imposes penalty for challenging appointment of Varsity VCs

Srinagar, Nov 28: High Court today dismissed the Public Interest Litigation challenging the appointment of Vice Chancellors of Kashmir and Jammu Universities and imposed penalty on petitioner for filing such petition.
The Division Bench of Chief Justice Gita Mittal and Justice Sanjeev Kumar while dismissing the petition said the plea taken is mis-conceived as speculation of the petitioner-forum (Peoples Welfare Society) are behind the imagination as such imposed penalty of Rs 10000 on petitioner for filing such a petition.
Court said no PIL is maintainable in respect of service matters except when writ of ‘Quowarranto’ is sought. In the present case, court said, such is not a situation and the pleadings in the instant case are vague and unsubstantiated as no violation of any statute with regard to these appointments are apparent.
The appointment of VCs was challenged on the ground that statute governing the field has not been followed and prayer was sought to quash the appointments.
